Sheff Wed Deals with a 'Significant Problem', Says New Football Authority

'We are going to be a part of football's future' - independent football regulator the regulator's chair

The team's current difficulties represent a a "serious issue" and the independent regulator is seeking powers to investigate clubs in similar circumstances, the recently named head the regulator has stated.

During an extensive discussion, the regulator, who was recently selected, expressed "sympathy" towards supporters of the Owls.

The chairman convened with four supporter groups associated with the Championship side this week.

The football club have been experiencing difficulties in multiple areas in the current year, with the club failing to pay players on time on several different times, including in the autumn.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"Wednesday stands as one of the historic institutions for football in England and in recent days we have met supporters' organizations.

"We are seeking authority... which will permit us to bring the club and similar situations referred to us if they require examination and addressed."

Monetary Issues and Proprietorship Status

The club's controversial proprietor Dejphon Chansiri suggested earlier this year he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with potential new owners.

Failure to pay player wages on time in spring months caused limitations by the English Football League (EFL) in summer, blocking the team from conducting any transfers or loans for the following recruitment periods, although those limitations were removed in August.

Official's Viewpoint

The regulator explained: "Our role exists to serve the fans of Sheffield Wednesday, Bury or any football club where people are committed to a local institution that has been part of their lives in multiple situations.

"I completely understand Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or been close to going to the wall, for reasons that have nothing to do with the fans themselves."

When asked if the regulator could force an proprietor to divest a club if they are judged inappropriate, Kogan said: "When asking whether 'would we intervene in the final instance?', the answer is once we collect the information and comprehend the circumstances, we will."

But the regulator clarified that forcing owners to sell clubs would be viewed as the ultimate measure and the regulator would prefer to work with them.

"Our least desirable course of action is begin intervening in an individual club, an particular chairman, without being able to work with that chairman to fix the challenges confronting the team and the owner's facing," the regulator explained.

"In actuality, when you examine the past of the sport, over the past few decades there have been particular chairmen, few in number, but some who have been irresponsible in the way which they've been managing their organizations and finally decline to assume obligation for the coming years."

'Errors may undo substantial development'

The regulator engaged representatives from 110 clubs to detail the scope of the oversight body this week and insisted it was a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.

"The role holds considerable importance, because should mistakes occur, if the world of football gets it wrong, the significant advances achieved might evaporate incredibly quickly," Kogan said.

"Such an outcome is universally undesirable in the terms of English football is a huge success story - we need to continue the progress.

"There's an enormous amount of money flowing into the game and has come into football for the past two decades, because certainty is lacking it will keep flowing into the sport, which is among the factors explaining I think we have to adopt a precise perspective on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the regulator stated: "I fully support the achievement and development as an commercial operation of the Premier League.

"Being fully aware of the concern of undermining the Premier League as a premium product of England. But at the same time, if you engage with division representatives after this week's discussion, they would have had a high level of reassurance -and, in fact, they have been telling us in private they have a significant confidence."

Political Connections

The chairman continues to confront a "full inquiry" by the public appointments commissioner after he revealed he contributed money to the Labour Party in 2020.

The chairman donated money to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the government leader.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the select committee approved my appointment," Kogan said.

"I currently have no participation in any form of political activity."
