Nineteen of Medvedev's twenty-one titles have been won on hard courts
A comeback Daniil Medvedev won his initial trophy for over two years with success over Frenchman Moutet in the tournament title decider.
The athlete, a ex- number one, has had a torrid year, achieving just one win at the Grand Slams and experiencing a difficult moment at the American major.
The player's unpredictability on the ATP Tour - and struggles with his serving in specific - caused him exiting of the top ten and finally parting ways with long-term trainer Gilles Cervara.
Now working with Thomas Johansson and Rohan Goetzke, Medvedev has steadily advanced in the last few weeks - peaking in a hard-fought 7-5 4-6 6-3 victory over opponent Moutet.
This marks his maiden title since the Rome competition and initial on a hard court after March of that year.
Success also signifies he has secured 21 victories at 21 various tournaments.
"This marks the first occasion I have attended a event with my both daughters together, so to secure a trophy is particularly special," said tennis professional Medvedev.
"This victory is in tribute of my second daughter my daughter, because the maiden victory I got when my older daughter her name was delivered was for her."
Medvedev, the past champion, had lost his previous six title deciders, including in Halle previously this season.
Medvedev's defensive approach and frequent emotional displays on the tennis court had caused commentators to question if his ability to compete at the elite level was finished.
However the athlete has implemented adjustments in the past month, making an effort to come to the net and perform aggressively, backed up by an enhanced service.
He recovered from a deficit in the opening set against the difficult opponent, taking four of the concluding five exchanges to gain the advantage.
The competitors exchanged breaks in the middle set before the Frenchman, attempting for his initial tour victory, gained dominance to create a third set.
The opponent rescued 4 early opportunities in a close third set before Medvedev broke to 15 to serve for the match.
Fittingly, Medvedev secured victory with a point at the front of the court, with his opponent incapable to handle a return after two hours and 38 minutes.
